Migratory Submersion, a Term Sparking Debate

Prime Minister François Bayrou sparked controversy by using the term "migratory submersion". In his general policy speech, he asserted that immigration was a question of proportions. He cited the example of Mayotte, and other places in France, to justify the use of this word.

He then stressed the need for a policy of control and regulation. "It is our duty to conduct a policy of control, regulation, and return to their country of those whose presence, by their numbers, jeopardizes the cohesion of the nation." François Bayrou recognized the challenges posed by excessive immigration and insisted on the urgency of addressing it.

"As soon as you have the feeling of a submersion, of no longer recognizing your country, lifestyles, or culture, from that very moment, you have rejection."

The Prime Minister also highlighted the ineffectiveness of the enforcement of obligations to leave French territory (OQTF). He recalled that out of the 140,000 OQTF issued annually, 93% are not enforced. He attributed this situation to the countries of origin that refuse to take back their nationals.

Measures and Obstacles

François Bayrou proposed reactivating the Comité interministériel de contrôle de l’immigration. The objective is to define the guidelines of government policy regarding the control of migratory flows starting from 2005. However, the measures adopted in the law of January 26, 2024, aimed at controlling immigration and improving integration, have not yet been fully implemented.

This law, adopted with the support of several parties, saw some of its provisions censured by the Conseil constitutionnel. These provisions notably concerned the creation of migration quotas and access to benefits for legal residencies.

Strengthening of Controls and Divergences

In this context, a circular from Bruno Retailleau strengthens the control over the regularization of undocumented migrants. It specifies that the path of exceptional admission to residence is not the normal path of immigration. Yet, in 2023, nearly 35,000 people obtained papers through these criteria, according to the ministère de l'Intérieur.

The ministre de l'Intérieur insists on the need to raise the standards of integration requirements. He stresses the importance of the commitment to respect the principles of the République. These remarks contrast with recent statements by François Bayrou, who has shown support for the regularization of undocumented workers.
