Environment and transparency, a consultation in troubled waters

In 2024, the municipality of Grimaud launched a consultation entitled “Security and Environment” in Port Grimaud. The works presented included extensions, widening, and raising of the jetties at the entrance of the lake city to expand the harbor master's office, create new year-round external yacht berths, and prevent the silting of the entrance channel.

Après deux mois d’une concertation qui a mobilisé les habitants et généré des contributions d'une richesse exceptionnelle, les garants de la Commission Nationale du Débat Public (CNDP) ont produit un rapport équilibré et courageux. Ce rapport identifie clairement les inquiétudes des propriétaires riverains concernant l'inefficacité des travaux, leur impact environnemental et les risques de submersion en cas de pluies torrentielles. Il pose des questions pertinentes et formule des recommandations, telles que la prolongation de la concertation et l'implication du public dans la phase post-concertation. Cependant, la Municipalité de Grimaud a publié un autre bilan prétendant analyser les contributions des riverains. Ce bilan, non signé et non daté, semble avoir été rédigé avant même la concertation et vise à légitimer des travaux déjà décidés. Il affirme que les habitants auraient plébiscité les scénarios préconisés par la Municipalité, mentionnés dans les "consignes de vote" d’un formulaire distribué de façon ciblée à un nombre limité de personnes, hors du contrôle des garants et en contradiction avec les modalités de la concertation. La commune de Grimaud a ignoré les centaines d'avis des habitants de Port Grimaud 1 et 2, ainsi que ceux des associations syndicales représentant les trois quarts des propriétaires de la cité lacustre, qui démontrent un rejet massif de ces travaux. Elle a également négligé les avis d'experts soulignant l'inefficacité des travaux et les catastrophes environnementales potentielles. Les scénarios alternatifs plus écoresponsables et moins coûteux proposés par les riverains n'ont pas été pris en compte.

COSTLY AND USELESS PROJECTS

At the request of the CNDP guarantors to prove the effectiveness of the sea walls desired by the municipality, the response of the municipality of Grimaud shows that the effectiveness is not proven. Furthermore, more eco-responsible scenarios were not studied, nor were the impacts and risks associated with adding or widening jetties in a fragile and protected area. When the guarantors requested the extension of the consultation and the organization of a transparent post-consultation, the Municipality's response was categorically negative. The involvement of local residents in monitoring the works and implementing usage guarantees was also refused. The works planned by the Municipality of Grimaud notably include widening the jetty to expand the harbor master's office, reconstructing the north jetty to accommodate yachts year-round, and extending the south jetty to reduce silting. The residents of Port Grimaud judge these projects as costly, useless, and potentially harmful to the environment and the exceptional living environment of Port Grimaud. As responsible and constructive citizens, the local residents proposed more eco-friendly scenarios, which are also described in the guarantors' report: • Harbor master's office: Residents prefer bringing the current building up to energy standards, without expansion or encroachment on the sea. • North jetty: The proposal to widen and raise the North jetty to accommodate more large yachts year-round is widely rejected. • Silting: Residents call for ecological solutions to address the causes of silting rather than the construction of new sea walls. In conclusion, this situation highlights the fragility of participatory democracy: despite the impartiality of the guarantors and the strong mobilization of citizens, the municipality persists in trying to impose its controversial projects.
