In a global context marked by economic and climate tensions, the town's leading magistrate intended to deliver a message of gravity but also of optimism, placing the role of mayor at the center of social cohesion. For Philippe Leonelli, the role of mayor goes beyond simple administrative management. It stems from a true “state of mind” that cannot be improvised. Faced with successive crises, the mayor stressed that the municipality remains “the first level of trust in our République”. He insisted on this “République de terrain”, made of total availability, day and night, to support life paths and respond to the concerns of citizens. “This trust is not proclaimed, it is built patiently through listening, consistency, and humility before suffering,” the elected official specified, recalling that mayors remain the political figures in whom French people place the most credit.

LONG-TERM VISION

Beyond day-to-day management, the speech emphasized the need for a forward-looking vision. Refusing to yield to “announcement effects”, Philippe Leonelli defended public action rooted in the long term. The year 2025 thus saw the realization of major projects such as the first year of operation of the Maison de la Nature and the operational start of the EcoBleu project, dedicated to the modernization of port infrastructure. This strategy aims to prepare Cavalaire for demographic and climate changes. “Without a vision, a municipality suffers, stagnates, and even regresses,” warned the mayor, who advocates for coherent land planning encompassing mobility, environment, and public services. The uniqueness of Cavalaire, a city where the population is multiplied by ten in the summer season, requires rigorous organization. The challenge lies in maintaining the balance between the quality of life of year-round residents and tourist attractiveness. This management involves permanent adaptation of safety, cleanliness, and health services. The mayor praised the commitment of municipal staff and security forces who ensure the continuity of public service, often in the shadows.

PARTNERSHIPS

Municipal action also relies on close cooperation with other territorial levels. Philippe Leonelli highlighted the ties built with the Région Sud and the Département. He praised the support of François de Canson, vice-president of the Région, and of Jean-Louis Masson, president of the Département, with whom he collaborated on the “Routes varoises de la Liberté”, a memorial itinerary linked to the Débarquement de Provence. The Communauté de communes du golfe de Saint-Tropez is also an essential partner for economic development and mobility. Finally, Philippe Leonelli quoted Albert Camus: “Real generosity towards the future lies in giving all to the present,” inviting the active forces of the municipality to continue their commitment for 2026.
