Security and daily life: Philippe Leonelli praises the Republic of proximity
Mayor Philippe Leonelli went beyond traditional wishes to map out a future for Cavalaire resolutely focused on the long term.
This is a speech that will go down in history for its gravity and high-minded perspective. Far from a simple laundry list, Philippe Leonelli placed his speech under the seal of political responsibility. In a world described as "a bit crazy", marked by economic tensions and climate upheavals, the mayor recalled a fundamental truth: managing a town does not consist in managing the froth of passing days.
"As for the future, your task is not to foresee it, but to enable it", quoting Antoine de Saint-Exupéry, the mayor defined his method: refusing "publicity stunts" and "futile gestures" to favor a structuring vision.
This philosophy is not abstract. It responds to the imperative of survival and development of a coastal municipality in the 21st century. For Philippe Leonelli, having a vision means anticipating demographic and ecological changes to prevent the municipality from suffering, stagnating, and ultimately regressing.
It is this ability to "place public action within a sustainable and intelligent coherence" that constitutes the backbone of his mandate, transforming municipal management into a true shield for future generations.
METAMORPHOSIS OF THE TERRITORY If 2026 opens under the sign of continuity, it is because 2025 was the year of major achievements. The dossier highlights a physical transformation of the town, orchestrated by a municipality acting on all fronts. At the heart of this strategy: the EcoBleu project.
The operational start of this vast project to modernize harbor infrastructure marks a decisive turning point for the local economy and the resort's maritime identity.
But Cavalaire is not only looking out to sea. The past year validated the relevance of the new "Maison de la Nature", whose first year of operation symbolizes this sought-after balance between environmental preservation and education. "A town where the sea and the hills speak and answer to each other", the mayor poetically recalled.
This alliance between blue and green also materialized through the rigorous implementation of the Plan Local d'Urbanisme (PLU) and the completion of major roadworks. It is not just about concrete or asphalt, but about redefining the Cavalaire "good life", by adapting the town to climate challenges while preserving its Provençal village soul.
Behind the major projects, it is the precise daily management that ensures social peace. Philippe Leonelli emphasized this "double reality" of Cavalaire: a haven for its year-round residents and a destination capable of absorbing a population multiplied tenfold in summer. This balancing act requires flawless organization.
The strengthening of the video protection system enacted last year and the renovation of facilities dedicated to early childhood illustrate this desire to secure and support every stage of life.
A PRESENCE DAY AND NIGHT The mayor delivered a vibrant analysis of the role of mayor, this "first level of trust in our Republic". Being mayor means embodying a presence "day and night, every minute", accepting being challenged, and arbitrating complex choices with the general interest as the sole compass. This proximity, built on empathy and humility in the face of life's trials, is the cement that unites elected officials with their constituents.
It is this "Republic on the ground" that allows the municipality to hold fast in the face of health or social crises.
No fortress stands alone. The mayor wished to praise the strength of the alliances forged with the upper levels of the State and local authorities. Cavalaire's success relies on a constant dialogue, sometimes technical but always fruitful, with the services of the Préfecture.
The strong tribute to Jean-Louis Masson, president of the Département, underlines the importance of this support for roads and remembrance. In this regard, the mission entrusted to Philippe Leonelli on the "Routes varoises de la Liberté" bears witness to the trust placed in the elected official to promote the history of the Débarquement de Provence. Likewise, the Région Sud, represented by François de Canson — praised for his recent Légion d'honneur — and the Communauté de communes led by Vincent Morisse, appear as indispensable driving forces.
Whether it is mobility or economic development, Cavalaire plays as a team, refusing isolation to better capture regional dynamics. More politically, territorial anchoring is ensured by key partnerships.
SOLDIERS OF PUBLIC SERVICE In concluding this political portrait, the spotlight turned to the human element. For what would a vision be without hands to build it? Philippe Leonelli paid a warm tribute to the "soldiers" of public service: those municipal, technical, administrative, or social workers who ensure the continuity of the State, often in the shadows.
Alongside them, security forces (Police nationale and municipale, gendarmerie) and rescue forces (Sapeurs-pompiers, SNSM, CCFF) were celebrated for their vital commitment, particularly during summer peak periods. Finally, the community network, the true heartbeat of social cohesion, was held up as a model of solidarity.
It is this alchemy between elected officials, staff, volunteers, and citizens that allows Cavalaire to approach 2026 not with fear, but with a "generosity toward the future" which, in the words of Albert Camus cited in closing, "consists in giving everything to the present".
