Following the municipal elections of March 2026, the Association des Maires et Présidents d’Intercommunalité du Var (AMF 83) is setting up a major initiative to support new elected officials. On Tuesday, May 5, 2026, starting at 9:00 a.m., a pivotal day will be held at the Complexe Saint-Exupéry in Draguignan, marking both the association's elective General Assembly and the official launch of the 'Universités des Maires et Présidents d’Intercommunalité du Var'.
This initiative aims to provide mayors and their teams with the essential tools to approach their mandate with peace of mind. The day will benefit from the presence of national figures, with the participation of David Lisnard, President of the Association des Maires et des Présidents d’Intercommunalité de France (AMF), and Philippe Laurent, Vice-president of the AMF and President of Mairie 2000, highlighting the importance of this training approach.
An elective and institutional morning
The day will begin with the General Assembly of the AMF 83. After the welcome by Richard Strambio, Mayor of Draguignan, the outgoing president Jean-Pierre Veran, Mayor of Cotignac, will open the session. The agenda will be mainly dedicated to renewing the governing bodies, with the election of the new president and the members of the Conseil d’Administration for the upcoming term. This institutional sequence will be immediately followed by the formal opening of the Universités, in the presence of national guests.
Training for better management: the challenges of the start of the term
Starting at 11:00 a.m., the first training session, led by Mathieu Roux, technical advisor at the AMF, will focus on the conditions for exercising local mandates. This fundamental workshop aims to guide the path of new elected officials by addressing essential legal and practical points: from the declaration of assets and interests to reconciling the mandate with professional activity, as well as training rights, financial and tax conditions, legal protection, and the issue of retirement for elected officials.
Four practical workshops to master risks
The afternoon will be dedicated to thematic workshops allowing participants to delve deeper into technical and topical subjects.
At 2:00 p.m., two sessions will run in parallel. The first, on preventing conflicts of interest, will be led by Luc Brunet of the SMACL. Through concrete examples, it will aim to define the illegal taking of interests, identify risky situations, and instill good habits from the start of the term. The second, led by Mathieu Roux, will focus on the functioning of the Conseil Municipal: drafting the internal regulations, preparing meetings, writing reports, and managing committees.
At 3:30 p.m., elected officials will have a choice again. Luc Brunet will address the criminal and civil liability of local elected officials, a crucial topic for exercising a mandate with peace of mind. He will answer key questions: when can an elected official commit their personal wealth? Who is responsible in the event of an accident in the municipality? What are the points of vigilance to avoid prosecution?
Simultaneously, a resolutely forward-looking workshop will be offered on generative artificial intelligence. Led by Smail Outahar, Director of Innovative Projects at Orange, it will offer an overview of the uses of data and AI in local communities, present the different models and their challenges, and lay the foundations for a framework of trust for the development of these new technologies to serve territories.
