Around the school project, a global objective of neighborhood transformation

The elected officials' goal is also to create additional classrooms to meet the future needs of the inhabitants of the city or metropolis. Stopping at this reflection alone, however, reduces the scope of a global vision of the municipality and the interactions of a town hall, a mayor with their users and agents. Therefore, the city has built around the school project a goal of neighborhood transformation to welcome transition in all its components (digital, environmental, social, and economic).
From a reconstruction project, a living-together project was born.
TRANSFORMING A NEIGHBORHOOD How to transform three neighborhoods with a single reconstruction and rehabilitation project for six schools? By integrating a nursery school into the reconstruction of the downtown schools (two elementary, two nursery, a recreation center, and a multi-purpose hall), the Ville has freed up a significant amount of land around the former Anatole-France school, which was situated away from the city center and did not allow children to be dropped off safely. This liberation offers the opportunity to rehabilitate this high-heritage-value building to welcome seniors, by installing a residence for senior citizens, while also meeting nearby housing demands, particularly for affordable so-called social housing, thereby helping to reduce substandard housing, a central and sensitive issue inscribed in the Constitution.
The global approach then takes place around the perimeter of the new schools. A place of learning and life must be comfortable, modern, and adapted. Yet, is it not just as necessary that the journey to one's place of learning also be dedicated to discovery and tranquility?
By reconstructing these schools in the city center, the neighborhood also had to be redesigned.
First, the infrastructure (roads, utilities, street networks, public lighting, widening of sidewalks, dedicated fiber) while integrating the environmental dynamics essential to the beginning of territorial resilience. Returning to the common sense of our elders, by renaturing public spaces and protecting remarkable trees. This is why the creation of the Espace pédagogique Jean-d'Ormesson is accompanied by the creation of an educational park near the François-Villon school and the demineralization of the place général-de-Gaulle, heavily concreted in the 1980s, to break up the heat island and cool the area.
EXPANDED PARKING OFFER By choosing to defend institutions through the creation of spaces for living and sharing to nurture tomorrow's minds and informed citizens, the Ville duplicated this action in the southern part of the municipality. By adapting to the configuration of the site, a new wave of freshness must thus emerge. This time, by integrating into a highly urbanized landscape, both vertically and horizontally, an expanded parking offer by depaving the soil while creating a new park near the school.
Combining the skills of each field and each entity (Établissement Public de Coopération Intercommunale (E. P. C. I.), syndicates) then facilitates the overall implementation of a successful transformation at the scale of our territory.
This transformation has thus led the Ville to continue its commitments and develop new projects for the coming year, beyond the Écoles du Futur project and the possibilities it brings with the rehabilitation of the Albert-Camus cultural center (media library, theater, cinema) in the southern district of La Valette, as well as the restoration of the Saint-Jean à la Porte latine church in partnership with the Fondation du Patrimoine. Other municipal investments concern the creation of a municipal nursery with the 'écolocrèche' label, in partnership with the Caisse d'Allocations Familiales (CAF) in order to respond to new early childhood challenges and offer a suitable space for professionals. The rehabilitation dynamic is extended to other quality education challenges, in terms of audiences (early childhood, general public) and in terms of heritage issues (safeguarding a building classified as 'Architecture remarquable du 20ème siècle' and a church whose origins date back to the 21st century).
With these various projects, how can we ensure that the Ville is taking the right path through its actions? This is a question that the elected officials are asking themselves.
The answer is simple: By adopting the Objectifs de Développement Durable (O. D. D.) defined by the United Nations and developed by the municipality since 2022, as several O.
D. D. align with municipal projects.
Thus, the path is the right one, meaning that of a virtuous cycle to be reproduced with humility, consistency, and perseverance.
