Exemplary resilience rewarded in Paris

This distinction is the result of collective work involving elected officials, municipal services, and citizens. It illustrates a municipal policy resolutely turned towards the future. On this occasion, Thierry Albertini, the mayor, recalled: "La Valette was praised for its exemplary involvement alongside 39 other municipalities, thus highlighting the work accomplished around five pillars: risk identification with an in-depth analysis of local threats and territorial vulnerabilities, risk reduction with the adoption of Plans de Prévention des Risques (P.P.R.) and the implementation of concrete actions to limit impacts, preparation and training with the active Plan Communal de Sauvegarde (PCS) and regular exercises to anticipate crises, the development of a risk culture with citizen mobilization through information campaigns (DICRIM) and educational initiatives, and the implementation of post-crisis management with business continuity and sustainable reconstruction."

OPERATIONAL APPROACH OF THE TERRITORY

For several years, the City has been multiplying its actions and investments towards this goal. Thus, the inauguration of a rehabilitated building to house a modern municipal command post for the Police municipale, connected to the 39 CCTV cameras distributed across the entire territory. In this regard, a new deployment policy is underway with 66 cameras soon to be operational, connected by a dedicated and reliable fiber optic network. Also, the annual PCS tests. For example, on September 18, a full-scale exercise on the theme of flooding brought together municipal services including the Police municipale, the gendarmerie, the firefighters, the préfecture, and elected officials. These actions allow forest-adjacent residents to prepare their land to prevent the spread of fires in a particularly exposed forest massif, especially in summer. •

The Résilience France Collectivités® label, awarded by the Haut Comité Français pour la Résilience Nationale (HCFRN), honors municipalities committed to proactive major risk management. Based on a rigorous assessment across nine themes, it analyzes the preparation, prevention, and operational response of communities to natural, technological, or societal crises. To obtain this recognition, municipalities complete a questionnaire of over 300 points, providing a comprehensive diagnostic. This approach strengthens their strategy regarding safeguarding, vulnerability reduction, citizen resilience, crisis communication, and post-emergency business continuity.
