A new dynamic for the Programme de Réussite Éducative

Thanks to the mobilization of European funds (FEDER-ITI), the premises of the Programme de Réussite Éducative (PRE) are fully renovated.

Neighborhood students attending Elsa Triolet preschool or Jacques-Yves Cousteau junior high school will benefit from individualized support under better conditions. Indeed, the residents' participation fund fosters social cohesion by supporting micro-projects, led in particular by the Romain-Rolland citizen council. Thus, the renovation of the barbecue, located in the neighborhood, is symbolic of the successful collaboration between residents, the landlord, and partners in the area.

Philippe Mahé, préfet of Var, detailed the scheme: "Supporting neighborhood residents towards employment through innovative and targeted actions, this is the program's goal. Thus, the implementation of the 'Objectif Emploi' committee helps to boost the partnership of employment stakeholders for the benefit of neighborhood residents. Innovative and targeted actions will be built, such as the reverse forum 'Recrute ton employeur'. It allows job seekers from the neighborhood to connect with companies offering jobs aligned with the candidates' expectations. Other actions promoting civic service, entrepreneurship, or mentoring are also planned." Upon signing the contract, the representative of the State added: "The goal is to identify and reach out to those furthest from the Service Public de l’Emploi, such as young people, women, and seniors, to inform them about training and employment access programs and guide them to the appropriate partner. The roadmap also plans to support and develop the activity and attractiveness of the territory."

In concrete terms, city policy is a national and local spatial planning policy of urban social cohesion and solidarity, which aims to reduce development gaps within cities. It aims to restore republican equality in neighborhoods and improve the living conditions of their residents, who experience, among other things, higher unemployment and school dropout rates than elsewhere, as well as difficulties accessing services and care. "The new contracting of the city policy, 'engagements quartiers 2030', now constitutes the deployment framework for strategies to address the challenges identified at the scale of each territory. Unlike previous contracts, it allows for updating priority geography and identifying pockets of poverty to adapt actions as closely as possible to local needs, managing the city contract throughout its lifespan with reinforced citizen participation, and establishing priorities by neighborhood," Philippe Mahé further specified. Then, detailing the contract, he continued: "The contract also aims to ensure public peace and security with the establishment of a reinforced partnership, and actions to prevent delinquency and school dropout. The security of people and property is a priority across all local authorities, including in the 'quartiers de la politique de la ville' (QPV) where place nette operations and local business control operations are carried out." Likewise, the agreement in favor of strengthening security, peace, and delinquency prevention in social housing within the jurisdictions of the tribunaux judiciaires de Toulon et de Draguignan and inter-landlords aims to guarantee the peace and security of residents, social landlord staff, but also private third parties and institutional stakeholders present in their QPV territories. It was signed on December 18, 2023. In 2024, the official signing brought together the préfet of Var, the deputy for city policy, representing the town's mayor, the president of the Conseil départemental, the procureur de la République at the tribunal judiciaire de Toulon, and all partners. Alongside the signing of the city contract, the préfet, with elected officials and partners, met with residents of the Romain-Rolland neighborhood, first at the relais jeunes, then at the Rolland Aréna city-stadium and the Maison des initiatives sociales (MIS). This was an opportunity to discuss everyone's projects and achievements, such as theme weeks for middle schoolers and the educational continuity work carried out with the Cousteau junior high school, as well as the actions of the 'Objectif Emploi' Committee for adults. On the stadium side, the friendliness around the Citizen Council's barbecue gave way to the presentation of many activities offered to children and adults alike at the MIS. A security update was also provided with the police nationale and the police municipale."
