Salvador Nunez: "Social integration, a remarkable assessment"

This agreement aims to promote local employment and integration on this construction site in spring 2021. The third steering committee met on April 9 at the Préfecture in Toulon, and was an opportunity to assess the results for the year 2024 with all stakeholders. "For several years, VINCI Autoroutes, a recognized contracting authority in numerous land development projects, has committed to a proactive approach in favor of local employment in close connection with State services, local partners, and the companies working for it," explains Salvador Nunez, operational director of VINCI Autoroutes.

LOCAL EMPLOYMENT AND INTEGRATION

He adds: "As part of the widening of the A57 in the Toulon area, a framework agreement for local employment and integration was signed even before the start of the project with the Préfecture du Var, the Métropole and its Maison de l’Emploi, France Travail, and VINCI Autoroutes. We reached 90% of people from the Métropole, including 30% from priority neighborhoods in the city. It is a very beautiful collective success." The purpose of this framework agreement was to meet, under the best possible conditions, the labor needs expressed by companies with the support of local skills in terms of recruitment but also initial and continuous training to promote career security.

VINCI Autoroutes can be satisfied as the target has been largely exceeded (2.2 times more than planned). This scheme benefits those furthest from employment thanks to the social integration clauses integrated into the contracts. Begun in 2021, this exceptional construction site is one of the most important in the Toulon métropole. Thus, it benefits the entire local economy, particularly the construction and public works sectors. Thanks to the involvement of the NGE group of companies, in charge of widening this infrastructure used by an average of 110,000 vehicles every day, mobilization around integration was once again exemplary in 2024.

STATE OF MIND AND INVESTMENT

At the end of the project, some people in integration programs will find permanent employment and be hired by NGE. "In this approach, what matters most is the acquisition of skills by the employed individuals who have shown a wonderful state of mind and a desire to invest themselves in their role; some discovered our professions, those of public works, and plan to make a career there because they found a job that suits them. The scheme has helped attract staff to our companies because our jobs are also open to people who do not necessarily have qualifications," continues the operational director. For her part, Geneviève Lévy, vice-president of the Métropole TPM in charge of transport and mobility, deputy mayor of Toulon, adds: "For the Ville de Toulon and the Métropole, the outcome is very positive because over the last 3 years, this project has allowed young and older people alike to train, integrate, and rediscover a passion for work. This is a great opportunity for the territory that we have had during the years of the widening of the A57. I think the success of this scheme can serve as an example and be implemented for projects that will emerge in the future." For Jean-Baptiste Morinaud, deputy secretary-general of the Préfecture du Var: "Ultimately, 30% of public procurement will require a social integration clause. 30% of the contracts concerned people from priority neighborhoods in the city, and that is a good proportion, especially since integration through employment remains the primary vector of integration. This operation has also shown interest in sectors experiencing labor shortages. We must be collectively mobilized to support beneficiaries towards returning to work." Finally, Isabelle Masse, head of the Pôle Appui aux Acteurs Économiques at the Maison de l'Emploi concludes: "The work of the Maison de l'Emploi TPM consisted of coordinating the action of all employment stakeholders to enable companies to find candidates. We worked with all referrers (France Travail, Missions locales, Département for RSA beneficiaries, integration agencies, etc.). The Maison de l'Emploi was involved from the start of the project in 2021 and even before, with a framework agreement signed in late 2020. This agreement allowed us to know everyone's role and to work in synergy." Regarding the A57 widening project, the final opening of this widened urban motorway is expected to take place before this summer and will be an opportunity to draw up a full assessment of the social impact of this extraordinary project.

• Nearly 2,120,609 hours worked since 2021, including 474,533 hours completed in 2024, • 149,466 hours of integration generated on the site since 2021, including 36,790 hours completed in 2024, • 5,409 hours of training recorded for integration, including 1,364 hours in 2024, • 195 contracts since the start of the operation.
