Developing the skills of municipal agents and supporting transitions

The two institutions are committing to a multi-year partnership (2025-2028) which will result in training sessions within the community, with a flagship event on cybersecurity in October 2025. “This collaboration, which is part of an approach to innovate and modernize the public service, aims to respond to contemporary challenges of administration. Ecological, digital, societal, and professional transitions: the local public service is undergoing major changes and must meet both the challenge of its coherence with the strategic issues of supporting local authorities and that of the attractiveness and retention of agents. It must adapt to transitions and reinvent itself to take into account the expectations of society and the needs of citizens. Beyond the adaptation of public policies, these transformations require a support and skills development plan,” indicates Yves Palmieri, the mayor.

COMMITMENTS

With 169 agents spread across 7 sectors and 58 professions, La Farlède has committed to five major transitions: ecological, digital, social, societal, and democratic. “The development of skills constitutes one of the action levers of our community to support and implement its local policy. This requires expertise and versatility from the agents in an environment that must constantly adapt to the public service requirements expected by the residents, and this in an increasingly constrained financial context. Thus, our community has translated its commitments by setting up a multi-year training plan structured around five thematic axes, aiming to create a model of a virtuous, sustainable, efficient, and benevolent community,” adds the first magistrate. For its part, the CNFPT, the main player in the training of territorial agents, supports local authorities and their agents and constantly adapts to the challenges of the local public service and its various transitions. In this respect, the institution has made 10 commitments in favor of the ecological transition, which are reflected in a dedicated training offer. The structure is also active alongside local authorities to support them in the face of professional transitions (professionalization of HR players and support systems for mobility). Finally, the institution helps local authorities in their organizational transformations and within the framework of the new challenges of the user relationship (digital, participation, proximity). It is by analyzing the needs of local authorities through territorial listening and territorial diagnoses that the Provence-Alpes-Côte d’Azur delegation implements a high-quality regional service offer adapted to the developments of the territory.

CYBER-CRISIS IN IMMERSION

The highlight of this partnership, la Ville and the delegation of the CNFPT are organizing a regional event on October 10th entitled “Cybercrise en immersion, maîtrisez les enjeux stratégiques et communicationnels”. Organized as part of the European Cyber Security Month, the mayor details the program for this training day: “It will offer an unprecedented cyber-crisis management experience. The event will combine a real-life cyberattack simulation with conferences and round tables allowing for experience sharing among professionals. This initiative, intended for leaders and cybersecurity actors of local authorities in the region, illustrates the ambition of the partnership, which is to combine practical training, educational innovation, and the pooling of skills to strengthen the resilience of territorial administrations in the face of current challenges.”
