Jean-Michel Eynard-Tomatis: "We need a real urban renewal plan for Val des..."

It was at the Escale du Sud on the port of la Gavine in Hyères that the candidate of the Rassemblement national (RN), the UDR, and the RPR unveiled the main outlines of his campaign. "Today, I am presenting my candidacy for the town hall of Hyères, with the support of the Rassemblement National, in the framework of the municipal elections of March 2026," he launched before an audience of supporters.

3 TOWERS TO BE DEMOLISHED

Thus, in terms of urban planning, he explains his municipal vision: "I intend to request a moratorium on the sector of the current ZAC des Rougières project to eventually create a hotel there, rather than social housing, a hotel that would be luxury but also a disabled-leisure base, a seasonal workers' village with some social housing in this zone, and a respite village for relatives of disabled people". Regarding the Val des Rougières, Jean-Michel Eynard-Tomatis makes a terrible assessment: "In this sensitive neighborhood, insecurity persists with its share of drug trafficking and delinquency, as shown by the destruction of the municipal police station which had barely opened its doors. According to my information, 150 to 160 housing units are vacant, which corresponds to three towers! They could be demolished, in favor of another type of housing, if they cannot be rehabilitated. In my opinion, these units remain and will remain vacant because nobody wants to live there due to the notorious reputation of the neighborhood". However, according to the current municipal councilor, the City can act by invoking existing legislation: "We have, for example, the orientation and programming law for cities and urban renewal, what is known as the Borloo law of 2003. This law is structured around 4 main areas, including the creation of a national urban renewal program which provides for the construction, rehabilitation, and demolition of housing. I simply note that the city policy focused on the priority neighborhoods of Hyères and, mainly in the Val des Rougières neighborhood, has not had the expected or hoped-for effects". According to the candidate for the 2026 elections, there are nevertheless levers to act more effectively: "First of all, we must accurately assess the number of vacant homes, a census that can be done with social landlords. It would also be good to know the size of the families and match the size of the housing with the number of residents living in the apartments. In this work, Var Habitat must absolutely be involved. Following this evaluation, we will have to select the most vacant and most dilapidated towers to demolish them". For the local official, this will be, for the first time in this neighborhood, a true urban renewal plan: "This plan will need to be completed by securing the neighborhood through the installation of cameras and the possible closure of the site with secure gates, as in all residential complexes". Finally, during this sequence, Jean-Michel Eynard-Tomatis received the support of Stéphane Rambaud, RN MP for the 3rd constituency of the Var, Philippe de Beauregard, historical FN candidate in Hyères from the late 1990s to the early 2000s, now RN mayor of Camaret-sur-Aigues (Vaucluse) and member of the national board of the RN. And the presence of two other candidates in the municipal elections: Nicolas Salsou (La Garde) and Florian Diliberto (Carqueiranne).

« Mon projet pour Hyères » : Pour Jean-Michel Eynard-Tomatis, il faut restaurer la sécurité et l’autorité, le développement urbain ne doit pas se faire contre les habitants. « Stop à la bétonisation. Préservons l’âme et l’équilibre de notre ville » ! Et, en tant que médecin, il ne peut se taire face à l’abandon progressif de l’offre médicale à Hyères.

3 STRONG IDEAS

Hyères must become a peaceful and safe city again:

• Strengthen the municipal police (staffing, equipment, field presence). • Develop video surveillance, including in forgotten neighborhoods. • Fight against trafficking, rodeos, squats, and night-time disturbances.

Stop concrete development, preserve the living environment:

• Revision of the PLU to curb mass urbanization. • Active defense of natural, rural, and forest areas. • Stricter regulation of real estate projects. • Establishment of an Observatoire Citoyen de l’Urbanisme.

Save the local healthcare system:

• Attractiveness plan for doctors: financial aid, offices, housing. • Constant dialogue with the ARS and healthcare facilities. • Support for medical centers, maintaining local emergency services. • Creation of a Conseil Local de Santé bringing together professionals and residents.
