This planning implemented a methodology with the State. A broad consultation took place in 2024 with over 1,500 associated actors.
Internationally, the Région Sud has become a member of the R20, which brings together the regions most committed to the environment. It signed a historic agreement with the State of Costa Rica in February 2019 around biodiversity, ecotourism, and water management. It is associated with UNESCO in preserving heritage and creating a new marine biosphere reserve.
The Région has also twinned its regional natural parks with parks abroad. In June, it hosted the 3rd world congress in Nice.
At the end of this work, 500 action proposals emerged. They were presented in December 2024 for the second regional COP.
This strategy is based on 6 priorities and 16 thematic roadmaps aiming to reduce greenhouse gas emissions by 55% by 2030, to achieve carbon neutrality by 2050, to protect and restore biodiversity, to limit the exploitation of natural resources, and to reduce the forms of pollution impacting health and the environment. To this method, the Région has added tools (Parlement de la Mer, Comité Régional de l'Énergie, Comité Régional de la biodiversité) in consultation with the State.
On the ground, the executive is the driving force of the last mile. Indeed, local authorities are essential links in defending environments and their resources.
Thus, 78 structures had already committed during the COP of December 11, 2024, and as of October 1, 2025, 72 have ratified the agreements for ecological transition, including 11 in the Var — from agglomeration communities to agricultural structures, and from natural parks to energy syndicates. This movement illustrates that ecology is not an option, but a shared responsibility.
This is why François de Canson insisted: "It is a political, social, economic, and moral challenge. It is also a collective adventure where everyone has their part to play."
