Urssaf and France Travail strengthen their cooperation

FIGHT AGAINST FRAUD It complements the one signed in September 2025 between Urssaf Caisse nationale and France Travail. In concrete terms, several actions will be implemented to improve support for business creators from the very emergence of their project, promote the respective services of each organization, and offer reinforced support in the event of difficulties or cessation of activity. The procedures for individual employers and businesses will be simplified thanks to better reliability of data, in line with the 'Tell us once' logic, and facilitated exchanges on business creations, modifications, and cessations of activity.

Building on their past experiments and collaborations in data exchange under a first regional agreement signed in 2024, Urssaf Paca and France Travail Paca will implement mechanisms designed to improve fraud detection, targeting more particularly high-stakes 'fraud-prone' risks. Thus, the two organizations notably commit to testing targeting methods (legal status of companies, reporting behaviors, geographical areas, etc.) to detect suspicions of high-stakes fraud through targeted data and information sharing.
It is also about sharing their experience in detecting emerging fraud. And, to set up a steering committee to identify actions to be taken, formalize working procedures and methods, and evaluate the results of the actions undertaken.
Urssaf Paca and France Travail also commit to implementing regular information actions (webinars, workshops, and conferences) to improve access to employment and support recruitment, notably that of Urssaf. Thus, France Travail will mobilize its France Travail Pro service and the Réseau Pour l'Emploi to facilitate the distribution, monitoring, and fulfillment of Urssaf Paca job offers in the region, promoting inclusive recruitment (people with disabilities, youth, seniors, beneficiaries of the RSA) and promoting the attractiveness of Urssaf careers. For its part, Urssaf Paca will participate in fairs and events focused on supporting job seekers and active people in making their business creation or takeover projects a reality.
CONCRETE RESOURCES On February 10, 2026, this agreement was signed by Christian Mabboux, President of the Board of Directors, Franck Barbe, Regional Director of Urssaf Provence-Alpes-Côte d'Azur, and Pascal Blain, Regional Director of France Travail Provence-Alpes-Côte d'Azur. For Pascal Blain: "By strengthening our cooperation with Urssaf Paca, we simplify user pathways, secure rights, and increase efficiency, both for access to employment and the fight against fraud. This agreement allows us to act in a more concrete and better-coordinated manner across the territory."
Finally, Franck Barbe concluded: "Combining the resources of France Travail and Urssaf Paca within a secure framework points toward greater efficiency in our fraud detection practices. It will also bring greater visibility to our professions to promote employment and boost our economy, drawing on very concrete resources for better support of our users."
