Advertising, a new regulatory framework for TPM companies

The objective is to reconcile economic attractiveness, landscape quality, and living environment. Businesses are directly affected. To this end, Métropole Toulon Provence Méditerranée has adopted a new planning tool designed to harmonize advertising systems and signs on its territory.
The Règlement Local de Publicité intercommunal (RLPI) now sets, sector by sector, the rules for installing advertisements, signs, and pre-signs. In concrete terms, it is a tool serving the territory's attractiveness. The RLPI was designed as a planning lever.
It aims to preserve the landscapes, environment, and architectural identity of the municipalities while supporting sustainable economic development.
This regulation locally adapts the national provisions of the Code de l'environnement, taking into account the specific characteristics of the 12 municipalities of the metropolitan territory. The new rules notably regulate the formats of the devices, their installation, their density, as well as their integration into the urban and landscape environment. Approved on December 18, 2025, the RLPI now replaces the former municipal advertising regulations.
For any new device (sign, pre-sign, or advertisement), the RLPI rules apply immediately across the entire metropolitan territory.

For devices already existing before this date, compliance deadlines are provided. First, a duration of 2 years for advertisements and pre-signs, and 6 years for signs.
PROCEDURES Any installation or modification of a sign, pre-sign, or advertising device must be subject to a prior administrative procedure with the municipal hall concerned. Businesses must submit either a prior authorization request or a prior declaration, via the Cerfa form available on the website www. service-public.
gouv. fr, accompanied by the documents necessary for processing the file. The submission can be done online, via the dematerialized single window accessible from the municipality's website, or in paper format (two copies), directly at the Hôtel de Ville.
Beyond the regulatory constraint, the RLPI constitutes an opportunity to rethink commercial visibility within a harmonious and qualitative framework. Businesses are invited to anticipate their signage projects in order to ensure compliance and enhance their image within a better-controlled urban environment.
