Sales recovery but rental sector in pain
After a period of turbulence, the Var real estate market is recovering with rising sales, despite a still critical rental supply.

It is a mixed but hopeful assessment that the Chambre de l'Immobilier FNAIM du Var drew up during its back-to-school press conference. Under the evocative title “Immobilier, logement : de la crise au n ant”, industry professionals analyzed the figures for 2025 and outlined the outlook for 2026. While the transaction market is unquestionably regaining vigor, the rental sector remains the great casualty of housing, threatening the social and economic balance of the territory.
REBOUND IN TRANSACTIONS

The year 2025 marked the end of the freefall in sales volumes. At the national level, FNAIM observed an 11% increase in sales of existing homes, reaching 940,000 transactions. This momentum is perfectly reflected in the Provence-Alpes-Cte d'Azur region, where 89,222 sales were finalized (+11%). In Var, the market showed remarkable resilience with 22,818 sales registered over the year. Toulon held its own with 3,100 transactions (including 2,682 apartments), posting an average price per m2 of 3,422. Overall, Var real estate remains a safe haven: the average price in the department stood at 4,293/m2, up 2.7% over one year and more than 18% over five years. Unlike other French regions, the price collapse did not occur.
BETTER FINANCING CONDITIONS

Cette reprise est soutenue par une amélioration notable des conditions de financement. Après avoir culminé à plus de 4 % fin 2023, les taux de crédit ont entamé une décrue salutaire, s'établissant à 3,12 % en moyenne en novembre 2025. « Les particuliers empruntent désormais à un taux moins élevé que l'État », note la fédération. Conséquence directe : le pouvoir d'achat immobilier des ménages se stabilise, permettant le déblocage de nombreux projets d'accession qui étaient jusqu'alors gelés. Si la transaction sourit, la location grimace. Le constat de la FNAIM du Var est sans appel : « De la crise au néant ». La demande locative reste extrêmement forte dans le département, face à une offre structurellement insuffisante. Le loyer moyen dans le Var atteint 14,5 €/m2, en hausse de 1,5 % sur un an. Les professionnels pointent du doigt les contraintes réglementaires, notamment le DPE (Diagnostic de Performance Énergétique), qui ont poussé de nombreux biens vers la sortie. Toutefois, une lueur d'espoir apparaît avec la révision du coefficient pénalisant le chauffage électrique au 1er janvier 2026, mesure pragmatique qui devrait permettre à certains logements de sortir du statut de « passoire thermique ». La FNAIM attend beaucoup du « statut du bailleur privé » (dispositif Jeanbrun) pour redonner confiance aux investisseurs.
VAR, A GOOD STUDENT
On the sensitive issue of energy sieves, the department benefits from its mild climate. While F and G energy ratings represent a significant portion of housing in central France or Paris (more than 60% of energy sieves), the Var coastline is much better off. In La Seyne-sur-Mer, for example, housing classified as F and G represents only 3.1% and 1.3% of the existing stock, respectively. In Hyres, these figures are even lower (3.6% for F and 0.9% for G). This local reality nuances the impact of rental bans, even though renovation remains a major challenge for co-ownership properties, which are often slowed down by delays in the payment of MaPrimeR nov. Another source of satisfaction: holiday rentals. The year 2025 was positive, with Var confirming its attractiveness thanks to its "sunshine guarantee" which other destinations lacked. While July got off to a slow start, the late season was excellent. Demand for villas remains strong, while the apartment market is stagnating slightly. For 2026, the outlook remains optimistic, with FNAIM emphasizing the growing role of real estate agencies in ensuring secure management for owners in the face of increasingly complex legislation, notably with the recent loi Le Meur aimed at regulating tourist rentals.
