Hélène Arnaud-Bill re-elected mayor of the city

The first meeting of the Conseil municipal had a solemn atmosphere.

The new Conseil municipal of La Garde met for the first time on March 27 to proceed with the installation of the elected officials and the election of the mayor. Hélène Arnaud-Bill was confirmed in her role as first magistrate. Thus, local democratic life took a decisive step forward. The first session of the newly elected Conseil municipal was held in the council chamber, marking the official start of the new term. This inaugural meeting, solemn in nature, was mainly dedicated to the installation of the councillors and to the setting up of the municipality's new executive.

OFFICIAL INSTALLATION

The session began with the approval of the minutes of the previous meeting, a necessary administrative formality before starting the dense agenda of this first assembly. In accordance with the procedure, the official installation of all the municipal councillors elected during the recent vote was carried out first. Each elected official thus took their place for the first time in the municipal chamber, symbolizing the renewal of citizen representation for the years to come. The establishment of the table of the Conseil Municipal, which determines the order of precedence of the members, was also completed during this initial phase.

The highlight of this meeting was undoubtedly the election of the mayor of La Garde, in this case the re-election of Mme Arnaud-Bill. This founding act of the new term took place under the presidency of the oldest member of the assembly, as is the republican tradition. The municipal councillors were called upon to vote to designate the person who will bear the responsibility of first magistrate of the city. This vote is one of the most important moments of municipal life, as it determines the political and administrative direction the municipality will take. Once the mayor was elected, the agenda provided for the continued structuring of the executive. The councillors therefore had to deliberate to determine the number of deputy mayors who make up the municipal office. This strategic decision directly influences the organization of services and the distribution of thematic delegations (town planning, culture, social affairs, etc.). This was followed by the election of these deputies, who, alongside the mayor, form the leadership team responsible for implementing the program for which they were elected.

Finally, the session concluded with an essential reminder of the ethical principles governing local public action. The "Charte de l’Élu Local" was read during the meeting, a document setting out the values of integrity, impartiality, assiduity, and transparency that each councillor undertakes to respect. To ensure that everyone is aware of their rights and duties, a copy of the charter and of the articles of the Code général des collectivités territoriales relating to the exercise of local mandates was given to each member of the new assembly. This formal moment anchors the beginning of the mandate in a clear legal and ethical framework. •
