Hélène Arnaud-Bill: “Allowing the people of La Garde to better protect themselves”
The City of La Garde launches a municipal mutual insurance with EMOA Mutuelle to facilitate access to healthcare for its residents.

The City officialized on October 14 the launch of its municipal mutual insurance by signing a partnership agreement with EMOA Mutuelle.
The ceremony took place in the presence of Hélène Arnaud-Bill, mayor of La Garde, vice-president of the Métropole Toulon Provence Méditerranée and president of the CCAS, and Jean-Marc Pouly, Operational Director of Emoa Mutuelle, who sealed this mutual commitment.
A solution for health and purchasing power
This initiative, led by the Centre Communal d’Action Sociale (CCAS), fulfills a major commitment of the municipality's mandate program: to act on public health and the purchasing power of residents.

The observation that motivated this approach is backed by numbers. While around 5% of French people have no complementary health insurance, this figure reaches nearly 12% in La Garde. For the Municipality, it was imperative to offer a solution to combat the renunciation of healthcare.
By relying on the collective strength, the municipality negotiated advantageous pricing conditions, inaccessible within the framework of an individual contract. The system aims to be an additional offer, leaving every resident free to compare and choose.
Hélène Arnaud-Bill emphasized the philosophy of the project: “Preserving purchasing power and facilitating access to healthcare are two priorities at the heart of our municipal commitments. Our ambition is to allow the people of La Garde to better protect themselves while keeping their health budget under control.”
This type of scheme is particularly aimed at retirees, students, job seekers, self-employed workers, or public service agents who do not benefit from mandatory corporate mutual insurance.
Local support
Following a consultation conducted by the CCAS, the choice fell on EMOA Mutuelle. The selected offer includes negotiated rates with several levels of coverage to adapt to all profiles.
A notable advantage is the guarantee of the rate scale for three years (excluding regulatory changes), providing long-term visibility for members.
To support residents, a public information meeting will be held on Tuesday, November 10 at 6:30 p.m. at the Salle Gérard Philipe.
Starting November 17, consultation hours will take place every Tuesday and Friday at the Maison des seniors, from 9 a.m. to 12 p.m. and from 1:30 p.m. to 5 p.m. By appointment, an advisor from EMOA Mutuelle will offer 45-minute interviews to analyze current contracts and compare offers, with no obligation to subscribe.
Please note
Booking an appointment will be possible starting November 12, either during the public meeting, by phone, or via the EMOA Mutuelle website.
All practical information will also be available on the city's website from this date. The Municipality emphasizes its role as an informer, guaranteeing everyone the freedom of their final decision.
