Urssaf and France Travail strengthen their cooperation

The agreement pursues the triple objective of a historic cooperation: improving user support, guaranteeing the fight against fraud, and supporting employment.

The agreement pursues a three-fold objective of historic cooperation: improving user support by strengthening access to rights, guaranteeing the fight against social fraud, and supporting access to employment. It complements the agreement signed in September 2025 between Urssaf Caisse nationale and France Travail. In concrete terms, several actions will be implemented to improve support for business creators from the emergence of their project, promote the respective services of each organization, and offer reinforced support in the event of difficulties or cessation of activity. The procedures for individual employers and businesses will be simplified thanks to improved data reliability, in line with the 'Tell us once' principle, and facilitated exchanges on business creations, modifications, and cessations of activity.

FIGHT AGAINST FRAUD

Building on their past trials and collaborations in data exchange under a first regional agreement signed in 2024, Urssaf Paca and France Travail Paca will implement mechanisms designed to improve fraud detection, targeting in particular high-stake 'fraudogenic' risks. Thus, the two organizations notably commit to testing targeting methods (legal status of companies, reporting behaviors, geographical areas, etc.) to detect suspected high-stake frauds through the sharing of targeted data and information. It is also about sharing their experience in detecting emerging fraud, and setting up a steering committee to identify the actions to be taken, formalize working procedures and methods, and evaluate the results of the actions undertaken.

Urssaf Paca and France Travail also commit to implementing regular information initiatives (webinars, workshops, and conferences) to improve access to employment and support recruitment, particularly for Urssaf. As such, France Travail will mobilize its France Travail Pro service and the Réseau Pour l'Emploi to facilitate the dissemination, monitoring, and fulfillment of Urssaf Paca's job offers in the region, promoting inclusive recruitment (people with disabilities, young people, seniors, RSA beneficiaries) and highlighting the attractiveness of careers within Urssaf. For its part, Urssaf Paca will participate in trade fairs and events focused on supporting job seekers and active workers in realizing their business creation or takeover projects.

CONCRETE MEANS

On February 10, 2026, this agreement was signed by Christian Mabboux, President of the Board of Directors, Franck Barbe, Regional Director of Urssaf Provence-Alpes-Côte d'Azur, and Pascal Blain, Regional Director of France Travail Provence-Alpes-Côte d'Azur.
